We focus on improving function because eliminating pain is not a particularly realistic goal for most patients. We simply don't have the ability to eliminate pain in patients with chronic low back pain symptoms. However, if we maximize patients' function and fitness then we maximize their quality of life, and I'd have to say that the single greatest threat to patients' general health, who have chronic low back pain, is a decline in their overall fitness.
